I never use this, it always does far too many unwanted things on my end. Whenever I share these things with players who seem to be observing the exact opposite of expected behavior with homeless sims, it often turns out that they have SP's Manage Homeless option switched on.
If entire households are being evicted or otherwise kicked out of their homes, they do tend to wander out of town after a while unless they join the Service Pool or have some other reason to be sticking around. Homeless sims cannot be impregnated, so it's not like they are reproducing (that way). I can't think of any other reason why children and teens would be homeless and stay within a world. Something is amiss if these are the ones being reported on as missing school since the game shouldn't even be checking them for truancy.
They can be Service Sims (newspaper delivery and babysitters) or rather in the Service Pool to be in those slots, but those sims are not required to go to school although sometimes they will show up anyway "just for show" really as they cannot progress much academically.
